this law would just be another way to take money from people all over the country and it wont make a difference because no one will ever stop texting or taking their hands off the wheel. Also this law wouldnt make sense nationwide. For example someone who lives in ohio on a farm would need touse their phone or radio to speak to his/her employes, which would also be different to a fisherman who lives in Colorado
